Briefly.

What do you need to know about GSP+ for a Central Asian importer?

GSP+ is a preferential tariff regime of the European Union governed by Regulation (EU) No 978/2012. Uzbekistan and Kyrgyzstan are beneficiaries: eligible tariff lines can enter the EU with zero or reduced duty, subject to rules of origin and correct product-code classification. Conditions of use are a correct CN code, confirmed eligibility of the specific tariff line in the current GSP+ list, a valid REX number of the registered exporter, and proof of origin prepared under Implementing Regulation (EU) 2015/2447. The material helps EU buyers and Central Asian exporters to assemble a working set of GSP+ documents. Inside is the beneficiary card, the difference between Uzbekistan and Kyrgyzstan in coverage, the procedure for obtaining REX, the requirements for proof of origin and the typical errors on which EU customs withdraws the exemption.

Uzbekistan and Kyrgyzstan in GSP+: how they differ

  • Kyrgyzstan: sustainable practice of GSP+ application, developed REX-registration channel, export categories - honey, Arslanboba walnut, textiles.
  • Uzbekistan: active growth of GSP+ exports, focus on food categories (apricots, raisins, spices, rice), crafts and textile products.
  • General feature: the regime operates only with the correct origin of the lot and accurate CN-coding in the import declaration.
  • Other Central Asian countries (Kazakhstan, Tajikistan, Turkmenistan) have a different tariff status – standard rules apply for them, without GSP+ coverage.

Top 5 Common Mistakes in GSP+ Declarations

  1. Check the CN code for the physical product and fix it equally in all commercial documents of the party.
  2. Confirm the relevance of the exporter’s REX number in the database before making a statement of origin.
  3. Include the standard statement on origin in the invoice, packing list and cover letter.
  4. Verify the beneficiary country and product category against the GSP+ coverage list before shipment.
  5. Keep copies of all documents and correspondence history in case of post-facto check by EU customs.

FAQ

Frequently Asked Questions About GSP +

A year later, the exporter gets a stable operating history with a valid REX, a verified set of documents and a clear matrix of applicability of GSP+ to its range. At this stage, the regime ceases to be a separate procedure and becomes a background parameter that affects the price formula, the processing time and the competitiveness of suppliers from countries without preferences. The main thing is to keep REX up to date and to verify the status of the beneficiary country in case of changes in EU legislation.
